04/15/2020 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING WEDNESDAY 10:00 A.M. APRIL 15, 2020 Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura Osiadacz (via phone) and Commissioner Cory Wright (via phone). Others: Taylor Crouch, Deputy Clerk of the Board I; Lisa Young, HR Director; and Julie Kjorsvik, Clerk of the Board (via phone). SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS At 10:00 a.m. Chairman Wachsmith opened a Special Meeting for the Board to provide planning updates relating to COVID-19. RESOLUTION 2020-084 EXTEND SMALL SCALE GRANTS COMMISSIONERS Commissioner Brett Wachsmith moved to approve Resolution No. 2020- 084, A Resolution Extending the Deadline for the Small-Scale Capital Grant Applications for the Lodging Tax Advisory Committee. Commissioner Laura Osiadacz seconded. Motion carried 3-0. MOTION EMERGENCY LEAVE HUMAN RESOURCES Commissioner Brett Wachsmith moved to amend the first motion of the 4/13/2020 Special Meeting at 11:00am reactivating the County Paid Emergency Leave to an effective date of 4/15/2020-5/4/2020. Commissioner Laura Osiadacz seconded. Motion carried 2-0. Commissioner Wright opposed. Commissioner Wright updated the Board on a potential construction proclamation. Other Counties in the State have done similar proclamations. The Board will wait to see what Governor Jay Inslee’s decisions are this Friday, before moving forward with this. There was discussion on the Federal CARES funding. This funding will be coming through WSAC. Commissioner Wright updated the Board about grants that are being applied for at the Airport. Commissioner Osiadacz updated the Board on discussions she had with Lisa Young, HR Director about future planning if the Health Order is extended past 5/4/2020. Ms. Young will be bringing forward more information to the Board about options for this on Friday April 17th, 2020 at the 10:00 am COVID-19 Update meeting.
