Sidewalk Infrastructure <br />To shorten walking distances to encourage safe pedestrian crossings at the intersection of Billings <br />Avenue and First Street, bulb -outs, pedestrian lighting, and street lighting will be introduced, <br />designed for consistency with the First Street and Peoh Avenue intersection improvements, at the <br />easterly downtown corridor entrance. Currently, the sidewalks along First Street are not continuous, <br />have ADA compliance deficiencies, and are in an overall in a state of disrepair. The downtown <br />revitalization project will create a walkable pedestrian corridor for residents and tourists, spurring <br />positive economic impacts for cafes, retailers, and other downtown businesses. Constructing the <br />bookends at the First Street and Peoh Avenue and First Street and Billings Avenue intersections is a <br />means of defining the City's expected pedestrian commerce area and future walkable "Main Street". <br />Encouraging non -motorized transportation integrating both motorized and non -motorized <br />transportation, creates a safer and inclusive environment as promoted in the City's Complete Streets <br />Ordinance No. 1455, see attached. In such an environment, many types of businesses can be co - <br />located and thrive amongst the diversity. The sidewalks will have adequate width to accommodate <br />pedestrian amenities and allow businesses to expand their services and wares onto the sidewalk to <br />further encourage foot traffic. Promoting the walkability in the downtown opens Cie Elum's <br />business and economic opportunities, attracting pedestrians, bicyclists, and passenger vehicles alike. <br />Roadway Infrastructure <br />First Street is an unusually wide street in a small City. The proposed road diet consisting of <br />narrowing the roadway, increasing parking in a safer orientation, increasing sidewalk and pedestrian <br />amenities, together should slow traffic in the downtown area and may reduce the frequency and <br />severity of the 32 auto -related collisions experienced between 2013-2017. Designing for road diet <br />treatments on First Street allows for non -motorized transportation options in a built environment <br />meant to encourage and protect people using all modes and of all abilities. <br />3. Project Construction: <br />Please explain phase status (work already completed, in progress, awaiting funding, etc., and factors <br />that may slow phase progress). <br />The First Street Stormwater and Billings Avenue Intersection Improvements project design was <br />completed in April 2019 and the project was bid on May 30, 2019. Only three bids were received <br />and the low bid was approximately $500,000 over the secured project funding. City Council <br />directed to reject all bids and re -bid the project in November 2019, in anticipation of an improved <br />bidding climate. In attempt to improve the economy of scale by increasing bid quantities, the City <br />will add the north block of the First Street Downtown Revitalization between Billings Avenue and <br />Oakes Avenue, as described in question two.
