BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />6YL17.���l�lrr[.j.9•l[e'yC�7�l <br />RESOLUTION NO. 2020 - <br />AWARDING CONTECH ENGINEERING THE PROCUREMENT CONTRACT FOR A <br />SIXTY FOOT METAL GIRDER BRIDGE FOR USE AT BIG BOULDER CREEK — CRP <br />#296-18 <br />WHEREAS: Public Works is finalizing Phase 2 construction plans and specifications <br />permanently replacing the failed wood bridge at Big Boulder Creek (CRP #296- <br />18); and <br />WHEREAS: Recognizing probable project impacts from the current ongoing COVID 19 <br />pandemic; and <br />WHEREAS: Public Works recently advertised for suppliers providing the required sixty -foot <br />metal girder bridge as a means of furthering the likelihood of successful <br />installation summer/fall of 2020; and <br />WHEREAS: The Engineer's estimate for the sixty -foot metal girder bridge structure published <br />advertising range was: $78,375-$86,625; and <br />WHEREAS: One supplier did respond with a quote of $75,969 but failed to provide the <br />required bid bond form; and <br />WHEREAS: The required bid bond was supplied in the response and Public Works desires the <br />Board of County Commissioners waive this slight bid irregularity allowing award <br />of the procurement contract to Contech Engineering; <br />NOW, THEREFORE BE IT RESOLVED that, pursuant to RCW 39.04.280, competitive <br />bidding is suspended as to this project. The COVID-19 outbreak has caused vast economic <br />disruption and damage due to the necessary social distancing precautions and associated <br />government -imposed lockdowns. This economic consequence is a part of the emergency. To <br />combat that aspect of the emergency the county wishes to stimulate the economy by continuing <br />to pursue various public works which are essential construction under the Governor's Stay At <br />Home Order. <br />BE IT FURTHER RESOLVED that the Board of County Commissioners, in the best interest <br />of the public, does hereby waive the bid bond form from Contech Engineering's procurement <br />advertisement response and award the Big Boulder Metal Girder Bridge procurement contract for <br />$75,969 to Contech Engineering. <br />
