5.5.1.1 The Advisory Board membership shall be broadly <br />representative of the geographic and demographic mix of service <br />population within the region. <br />5.5.1.2 The Advisory Board shall have at least fifty-one percent <br />(51%) of the membership be persons with Lived experience, <br />parents or legal guardians of persons with lived experience and or <br />self -identified as a person in recovery From a behavioral health <br />disorder. <br />5.5.1.3 The Advisory Board should seek to have membership that <br />also includes law enforcement representation, county <br />representation and, in any case, no more than four elected <br />officials. <br />5.5.I.4 The Advisory Board membership shall not include any <br />employees, managers or other decision makers of subcontracted <br />agencies who have the authority to make policy or fiscal decisions <br />on behalf of the subcontractor. <br />5.5.1.5 No member shall be appointed to the Advisory Board if <br />such appointment would violate the appearance of fairness <br />doctrine or who would appear to have a potential or real conflict <br />of interest. <br />5.5.1.6 The Advisory Board shall strive to maintain a broad <br />representation of membership from among all member counties <br />and from across the entire ASO service region with an emphasis <br />placed on having members from as many various ASO county <br />regions as possible and practicable. <br />5.5.2 Appointments to the GCBH Advisory Board shall be made as follows: <br />1. Prospective members complete an application form and then will be <br />interviewed by members of the Advisory Board. <br />2. The Advisory Board will recommend the perspective member to the <br />GCBH, LLC Executive Committee for appointment <br />3. The Executive Committee will review the application and <br />recommendation, and, if approved, the Chairperson will appoint the <br />prospective new member. <br />5.5.3 The Advisory Board shall review and provide comments on plans and <br />policies developed pursuant to chapter 7.1.24 RCW, provide local oversight regarding the <br />activities of the ASO, and work with the ASO to address and resolve significant concerns <br />regarding service delivery and outcomes.
