Expand parcel suitability in areas where significant development potential
remains and a mitigation project is likely to be successful.
Aspect Consulting, LLC (Aspect) has been assisting the County on water bank
implementation since 2014 and proposes to provide technical assistance as
follows:
Task 1: Upper Teanaway and Naenum Mitigation
Developable lots exist in these subbasins that, despite the County's best efforts,
do not have a likely full-season water right identified for acquisition and
mitigation. The County has developed options for mitigation in these locations by
collecting funds for in-lieu non-water right acquisition projects, and by paftnering
with local developers on a consumptive use recharge pilot. Potential exists to
develop regional aquifer recharge sites in the Teanaway and Naenum basins that
can mitigation for the remaining developable lots using a future cost-share with
those lot owners. Depending on local site conditions, opportunities rnay also exist
for instream flow enhancement goals as part of the Yakima Integrated Plan, and
funding from that source or the Streamflow Restoration Grant Program may exist
if the proof of concept can be demonstrated. To investigate the feasibility of
regional mitigation in these hard-to-serve areas, Aspect will:
A. Coordinate with the County to identify and describe potential priority
locations in the Upper Teanaway and Naenum basins.
B. Describe the ownership and access characteristics of these sites.
C. Use geologic and soil mapping to predict ranges of infiltration rates that could
be available in target locations.
D. Use analyticalmethods to estimate likely fate, transport, and timing of water
at the sites.
Aspect will complete
this work on a time-
and-materials basis,
not-to-exceed:
$ 10,000
CostDescription of Work
Bainbridge lsland Office:
Bellingham Office:
Bend Office:
Seattle Office:
Ponland Office:
Wenatchee Office:
Yakima Office:
350 Madison Avenue North, Bainbridge lsland, WA 981 10
907 Harris Avenue, Suite 301, Bellingham, WAgB225
532 SW 13th St., Ste. 103.
