BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2020 A RESOLUTION ACKNOWLEDGING THE SERVICE SUBSCRIPTION AGREEMENT BETWEEN KITTITAS COUNTY TREASURER'S OFFICE AND PFM FINANCIAL ADVISORS, PLLC FOR THE USE OF SYNOPSIS SOFTWARE FROM 2020-2022 WHEREAS, Kittitas County Treasurer's Office (KCTO) has had a Professional Services Agreement with PFM Financial Advisors, PLLC (PFM) since 2016 in which PFM serves as the financial advisor to assist the Treasurers office in developing and implementing strategies to meet their short and long-term operations, financial obligations, capital financing needs, and to render assistance with respect to debt transactions; and WHEREAS, KCTO wishes to enter into an agreement with PFM to subscribe to their internally -owned and developed software program Synopsis, which is a budget forecasting program that integrates with the functionalities of OpenGov, which the County already owns; and WHEREAS, the purpose of purchasing this software is to better enable the County to plan and forecast for budget purposes large purchases and projects as well as easily documenting and presenting feasibility studies and other research done pertaining to revenues and expenditures; and WHEREAS, PFM will provide all related initial and ongoing training and will handle the initial and annual data importations themselves; and WHEREAS, other County Offices and Departments could also use this data for their own specific planning and forecasting needs; and WHEREAS, the initial cost is a one-time implementation fee of $5,000 and annual subscription costs of $9,500, cancellable at any time_ These costs are already included in our approved 2020 budget. NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY ORDERED, Thai the Agreement between Kittitas County Treasurer's Office and PFM Financial Advisors, PLLC is adopted.
