WASHINGTON STATE PATROL <br />Training Academy User Rate Study <br />Beginning Fiscal Year 2020 <br />Overview <br />The Budget and Fiscal Services Division consults with other Washington State Patrol <br />divisions and sections in the preparation of rate studies for various activities. The <br />purpose of these studies is to develop options for setting rates to charge third -party <br />users of Washington State Patrol services and facilities. <br />Rate studies are conducted in accordance with generally accepted accounting <br />principles, federal cost allocation guidelines and governmental accounting standards. <br />Although the Chief or his designee may approve a waiver to charge less than the <br />determined full rate, it is the agency's intent to also comply with Revised Code of <br />Washington 39.34.130, which states in part: <br />"... the full costs of a state agency incurred in providing <br />services or furnishing materials to or for another agency <br />under chapter 39.34 RCW or any other statute shall be <br />charged to the agency contracting for such services or <br />materials and shall be repaid..." <br />This rate study was conducted to determine the rates to be charged to users of the <br />classrooms and other training facilities at the WSP Training Academy. <br />Methodology <br />This study was based on actual costs for the 2015-17 Biennium (July 1, 2015 through <br />June 30, 2017). Using data from the two-year period has the effect of stabilizing the <br />highs and lows of facility use and presents a broader picture of the use of the Training <br />Academy. .4 <br />The actual costs were adjusted to include vehicle fuel and maintenance costs paid by <br />the Property Management Division, as well as salaries and benefits for staff funded by <br />other agency divisions, including: <br />o Several temporary or on-call instructors from the Field Force; <br />o One auto mechanic position from the Properly Management <br />Division. <br />Prepared by Budget and Fiscal Services Page 1 June 2018 <br />
