PROFESSIONAL SERVICES AGREEMENT <br />Phase II <br />ATTACHMENT "A" Phase II <br />CRITICAL AREAS ORDINANCE (CAO) REVIEW AND DRAFT UPDATE <br />SCOPE OF WORK <br />Kittitas County <br />1. Project Management and Coordination. The Watershed Company (Watershed) staff will coordinate and <br />prepare monthly progress reports. This task also incorporates resources for general project coordination not <br />incorporated in the following tasks. <br />2. Public Comment and Stakeholder Draft. Phase I amendments will be included along with any amendments <br />that may be necessary as a result of the analysis and remapping of CARAs and other County agency reviews. <br />This task will also include additional best available science review and the completion of a technical <br />memorandum outlining the new riparian management zone widths for the county. Amendments will be <br />made with the intention of producing a polished document that will streamline the public participation and <br />adoption processes. <br />3. Remapping of CARAs. Data will be collected from Kittitas County and the Washington Department of Health <br />regarding the location and characteristics of wellhead protection areas throughout Kittitas County. This data <br />will then be analyzed and mapped to create new CARAs. A brief report outlining the methodology and <br />recommendations for using the CARA map as part of the CAO will also be created. <br />4. Stakeholder Participation and Public Meetings. Watershed will participate in public meetings and public <br />involvement activities as arranged by County planning staff. Attendance at and preparation for two public <br />meetings attended by 10 or fewer key stakeholders is envisioned. Participation in three conference calls is <br />anticipated along with other correspondence with County staff to plan meeting agendas and summarize <br />public input/debrief after meetings. <br />5. Final Draft Amendments. This task will incorporate the final amendments made in response to the <br />Stakeholder Participation task (4) above. Watershed is anticipating two conference calls with County staff to <br />finalize amendments. The final draft of the CAO is intended to meet the requirements of the GMA and fit <br />the regional standards and expectations of Kittitas County. All draft iterations of the CAO will be sent to the <br />County planning staff via email and discussed on conference call meetings or via email. <br />6. Local Adoption Process. This task includes time for Watershed to participate in three additional public <br />meetings or hearings with the Planning Commission and/or Board of County Commissioners to provide <br />technical expertise as the draft progresses through the local adoption process.
