3.6.4 The notice address and information provided above maybe changed by written <br />notice of the change given as provided above. <br />3.7 SAMHSA AWARD TERMS. <br />3.7.1 General. If the Contractor is a subrecipient of federal awards under any <br />Program Agreement as defined by 2 CFR Part 200, the Contractor shall: <br />3.7.1.1 Comply with the all applicable provisions of the Notice of Awards <br />for SOR, STR, and PFS grants, and SABG. <br />3.7.1.2 Comply with RCW 69.50.540 Dedicated Marijuana Account <br />Appropriations. <br />3.7.1.3 Maintain records that identify, in its accounts, all federal awards <br />received and expended and the federal programs under which <br />they were received, by Catalog of Federal Domestic Assistance <br />(CFDA) title and number, award number and year, name of the <br />federal agency, and name of the pass-through entity; <br />3.7.1.4 Maintain internal controls that provide reasonable assurance <br />that the Contractor is managing federal awards in compliance <br />with laws, regulations, and provisions of contracts or grant <br />agreements that could have a material effect on each of its <br />federal programs; <br />3.7.1.5 Comply with requirements of Charitable Choice (42 USC 300x- <br />65 and 42 CFR Section 54); <br />3.7.1.5.1 The Contractor shall ensure that Charitable Choice <br />Requirements of 42 CFR Part 54 are followed and <br />that Faith -Based Organizations (FBO) are provided <br />opportunities to compete with traditional alcohol/drug <br />abuse prevention providers for funding. <br />3.7.1.5.2 If the Contractor subcontracts with FBOs, the <br />Contractor shall require the FBO to meet the <br />requirements of 42 CFR Part 54 as follows: <br />3.7.1.5.3 Applicants/recipients for/of services shall be provided <br />with a choice of prevention providers. <br />3.7.1.5.4 The FBO shall facilitate a referral to an alternative <br />provider within a reasonable time frame when <br />requested by the recipient of services. <br />3.7.1.5.5 The FBO shall report to the Contractor all referrals <br />made to alternative providers. <br />3.7.1.5.6 The FBO shall provide recipients with a notice of their <br />Washington State Page 16 HCA Contract No. K3924 <br />Health Care Authority <br />
