State of Washington Department of Ecology Page 8 of 21 <br />Agreement No: SWMLSWFA-2019-KiCPHD-00034 <br />Project Title: 2019-21 LSWFA Kittitas SWE <br />Recipient Name: KITTITAS COUNTY PUBLIC HEALTH <br />SCOPE OF WORK <br />Task Number: 2 Task Cost: $12,200.00 <br />Task Title: Enforcement Special Project <br />'risk Description: <br />Activity - Syringe Collection Program <br />Work performed under this Task <br />• Exchanging more new syringes at an event than was dropped off at the same event is not allowed. <br />• Collection programs are set up at specified locations to accommodate a collection service for used syringes from injection <br />drug users (IDUs). <br />• IDUs drop off used syringes at these locations during advertised hours of operation. <br />• New syringes are exchanged for used syringes at a rate of one to one, not to exceed 200 new syringes distributed to an <br />individual IDU (regardless of how many used syringes are dropped off by the IDU). Exception: Recipient may allow "trusted <br />partners" to exchange one to one for multiple people up to 200 new syringes per individual when the following conditions are <br />met: <br />1. Exchange for individuals is still one to one up to 200 new syringes per IDU. <br />2. Recipient must use a unique identifier for each trusted partner. <br />3. The number of IDU's a trusted partner exchanges for is tracked by the Recipient. <br />For the purposes of this Task, trusted partner means one person who is dropping off and exchanging for multiple people. <br />Who's performing the work <br />• RECIPIENT staff develop and promote collection programs. <br />• RECIPIENT staff develop and provide education for safe cleanup and disposal. <br />• RECPIENT staff and volunteers prepare cleanup kits. <br />• RECIPIENT staff operate collection programs with the assistance of volunteers. <br />Cost Eligibility <br />Expected costs eligible for reimbursement with supporting documentation are: <br />• RECIPIENT staff time to develop and implement a collection program. <br />• Program promotion. <br />• RECIPIENT staff time to educate about proper handling and disposal options of used syringes at collection events. <br />• RECIPIENT staff time to educate about safely using cleanup kits. <br />• RECIPIENT travel costs to implement the collection program. <br />• Cleanup kits (used by the public to safely remove used syringes improperly discarded in public places such as a park or <br />sports complex). <br />• Collection containers [when no other funding source or partnership is available]. <br />• Disposal costs, including transportation for proper disposal [when no other funding source or partnership is available]. <br />Costs not eligible for reimbursement are: <br />• Supplies related to drug use activities such as clean syringes, elastic bands, burner kits, wound care kits, Narcan nasal spray, <br />Template Version 10/30/2015 <br />
