State of Washington Department of Ecology <br />Agreement No: SWMLSWFA-2019-KiCPHD-00034 <br />Project Title: 2019-21 LSWFA Kittitas SWE <br />Recipient Name: KITTITAS COUNTY PUBLIC HEALTH <br />SCOPE OF WORK <br />Task Number <br />Task Title: Solid Waste Enforcement <br />Task Description: <br />Activity - Solid Waste Handling Facility/Site Compliance <br />Task Cost: $64,691.33 <br />Page 6 of 21 <br />RECIPIENT will monitor solid waste handling facility compliance with applicable state solid waste regulations including but not <br />limited to chapters 173-350, 173-351 and 173-304, and any related local solid waste regulations, or codes. <br />RECIPIENT will also accomplish monitoring of solid waste handling facilities/sites as prescribed by the applicable solid waste <br />regulation(s), including but not limited to permitting, inspections and oversight, review of groundwater data, and annual review <br />of financial assurance. <br />New solid waste permit applications and notices of exemption considered during the grant period for facilities not listed in this <br />task may be managed under this agreement. <br />There are nine (9 ) solid waste facilities or sites with an active solid waste permit, and six (6) in exempt status, currently <br />identified in Kittitas County. <br />RECIPIENT will also offer technical assistance on the solid waste regulations for proposed permit and permit exempt solid <br />waste facilities. <br />RECIPIENT may inspect and monitor sites that are in "exempt" status. <br />Activity: Solid Waste Investigation, Assistance, Enforcement <br />RECIPIENT will investigate solid waste related complaints or concerns, including, at its discretion, assisting in the proper <br />handling of abandoned or illegally stored junk or nuisance vehicles. <br />RECIPIENT will offer technical assistance about solid waste regulations and how to prevent violations, and will enforce as <br />necessary, and provide public education about proper handling and disposal methods, and how to prevent violations. <br />The following list is a general proposal of the time and materials necessary to complete the Task. RECIPIENT is encouraged to <br />seek ECOLOGY prior approval for costs not directly identified in the scope of work. Payable invoices and time -accounting <br />submitted with RECIPIENT's requests for reimbursement must support eligibility of expenses: <br />1) RECIPIENT Staff time: <br />• Investigation of solid waste related complaints or concerns, and follow up including enforcement. <br />• Technical assistance and education for proper handling and disposal of solid waste. <br />• Participation in local Solid Waste Advisory Committee. <br />• Research in emerging solid waste issues. <br />Template Version 10/30/2015 <br />
