G.Mailroutes shallbeapprovedbythepostmaster.Thepostmastershallalsoapprovemailboxlocations.Mailboxlocationsshallnotcreatesightobstructions.II.LightandGlareA.Any proposedlightingshouldbeshadedanddirecteddown towardsthe site andaway fromI-90.III.WaterA.Withdrawalsofgroundwateron thesubjectpropertyshallbesubject to therulesandregulationsadoptedandadministratedbytheWashingtonStateDepartmentofEcology.B.A minimum80foot buffershallbemaintainedfromthewetlands.Currently,thepreliminaryplatdepictsabufferthatisover120feetfromthewetlands.Propersignageshallbeincorporatedandmaintainedon-sitetoencouragethemaintenanceofthebufferandnaturalconditionoftheshorelineandwetlands.Thesignage shallbeinterpretiveinmatter,andexplainsabout bufferintegrityrequirementsand educatesabouttheimportanceofthe areaforwildlife,etc.The applicantshallwork withtheDepartmentofEcology,andCountytodesignandestablishthe signage andabufferrestorationplan.Wetlandslocationsandbufferboundariesshallbedelineatedon thefinal mylar.Aplatnote shallbeincludedon thefinalmylarstatingthatAlldevelopmentwillneedtocomplywithKCCl7A:CriticalAreas.C.Alldevelopmentshallcomply withtheKittitasCountyShoreline MasterPlan.Lotsadjacenttowetlandandshorelineareasshallbelargeenoughtoaccommodateabuildingenvelopewhichwillnotintrudeintobufferareasorrequireavariance forbuild-out.PerKittitas County ShorelineMasterProgram,allstructuresshallbesetbackaminimumof100feetfromtheOrdinary High WaterMarkofallshorelines.D.TheprojectshallcomplywithallrequirementsoftheDepartmentofEcologyStormWaterManualforEasternWashingtonstandardsforstormwaterandshallbecollected, retainedanddisposedofon-site.E.Theprojectshallmeet therequirementsforaNPDES ConstructionStormWaterpermit.F.AlldevelopmentshallcomplywithKittitasCounty FloodCodeTitle14.08.G.On-sitedrainagefeaturesassociatedwithconstructionshallbedesignedsuchthatwetlandsare notdewateredorimpacted.IV.NoiseA.Allcountynoiseordinancesshallapplytotheproject.B.Constructionactivitiesshallcomplywith KCC9.45(Noise).V.LandUseA.AfinaldevelopmentplanpursuanttoKittitasCountyCode17.36.040shallbesubmitted forapprovalbytheBoardofCountyCommissioners.B.Allproposalsoftheapplicantascontainedintheirapplicationthatarenotinconflict withthesemitigations shallbeconditionsofapprovalandshallbeconsideredasmitigations.C.Fencingand/orsignagedelineating privateandpublicpropertyon theeasterlyboundaryshallbeplacedinordertopreventencroachment,andminimize grounddisturbanceandvegetationbetweentheproperties.D.PriortodevelopmentofPhase2,theproponentshallsubmitdetailedPUDdevelopmentdrawings forreviewandapprovalstoKittitasCounty.VII.UtilitiesandServices2Index #16
