Ruby Street, Suite 2 <br />Ellensburg, WA 98926 <br /> <br /> <br />RE: Vantage Bay Water System <br /> <br />Dear Mr. Carlson <br /> <br />PLSA Engineering and Surveying has been contracted to prepare and submit a Group A Public <br />Water System Plan to the Washington State Department of Health (DOH), per WAC 246-290- <br />100 for the Vantage Bay Development Project. The purpose of the plan is to ensure the system <br />has adequate operational, technical, managerial, and financial capacity to achieve and maintain <br />compliance with local, state, and federal regulations. <br />Prior to beginning the actual plan, the project team and owner were required to have a pre-plan <br />conference with DOH officials this May 15, 2017. During that meeting DOH provided the pre- <br />plans checklist which described the contents of the water system plans, applicable state laws and <br />regulations, publications, and guidance documents to use when preparing the plan. <br />Due to the nature and size of the system and the fact that the project is in the development stage <br />and construction has not yet been planned, it is important that the water system plan encompass <br />calculations for complete build out at some later, yet, unidentified time. Preliminary calculations <br />have been submitted to DOH for review for daily storage to accommodate the complete system <br />buildout, projected fire storage and flow requirements, and peak maximum daily demands. Upon <br />preliminary approval of these calculations from DOH. Then work can proceed to complete the <br />water system plan. <br /> <br />Sincerely, <br /> <br /> <br /> <br />James L.
