<br />B-1 <br />APPENDIX B. <br />PROCEDURES FOR LINKING TO <br />THE HAZARD MITIGATION PLAN <br /> <br />Not all eligible local governments within Kittitas County are included in the Kittitas County Hazard <br />Mitigation Plan. It is assumed that some or all of these non-participating local governments may choose to <br />“link” to the Plan at some point to gain eligibility for programs under the federal Disaster Mitigation Act. <br />In addition, some of the current partnership may not continue to meet eligibility requirements due to a lack <br />of participation as prescribed by the plan. The following “linkage” procedures define the requirements <br />established by the Plan’s Steering Committee and all planning partners for dealing with an increase or <br />decrease in the number of planning partners linked to this plan. It should be note d that a currently non- <br />participating jurisdiction within the defined planning area is not obligated to link to this plan. These <br />jurisdictions can chose to do their own “complete” plan that addresses all required elements of section 201.6 <br />of 44 CFR. <br />Increasing the Partnership through Linkage <br />The annual time period for the linkage process will be from ______ to ______ during any year. Eligible <br />linking jurisdictions are instructed to complete all of the following procedures during this time frame: <br />– The eligible jurisdiction requests a “Linkage Package” by contacting the Point of Contact <br />(POC) for the plan: <br />Karen Hodges <br />Department of Public Works <br />411 N Ruby Street, Suite 1 <br />Ellensburg, WA 98926 <br />Telephone: 509-962-7523 <br />Email: karen.hodges@co.kittitas.wa.us <br /> <br /> The POC will provide a linkage package that includes: <br />– Copy of Volume 1 and 2 of the plan <br />– Planning partner’s expectations package. <br />– A sample “letter of intent” to link to the hazard mitigation plan. <br />– A Special Purpose District or City template and instructions. <br />– Catalog of Hazard Mitigation Alternatives <br />– A “request for technical assistance” form. <br />– A copy of Section 201.6 of Chapter 44, the Code of Federal Regulations (44 CFR), which <br />defines the federal requirements for a local hazard mitigation plan. <br />– The new jurisdiction will be required to review both volumes of the hazard mitigation plan, <br />which includes the following key components for the planning area: <br />– The planning area risk assessment <br />– Goals and objectives
