CHAPTER 14. KITTITAS COUNTY CONSERVATION DISTRICT ANNEX <br /> 4 <br />14.4. HAZARD RISK RANKING <br /> <br />Table 14-2 summarizes the ranking of the hazards of concern. The jurisdiction is most at risk from wildfire, <br />earthquake, and severe storms. Drought, flooding, avalanche, and landslide present moderate risk, and <br />there is low risk from all other hazards. <br /> <br />14.5. CAPABILITY ASSESSMENT <br />The assessment of the jurisdiction’s administrative and technical capabilities is presented in Table 14-3. <br />The assessment of the jurisdiction’s fiscal capabilities is presented in Table 14-4. Classifications under <br />various community mitigation programs are presented in Table 14-5. <br />14.6. HAZARD MITIGATION ACTION PLAN AND EVALUATION OF <br />RECOMMENDED INITIATIVES <br />Kittitas County Conservation District understands the basic federal grant program criteria which will drive <br />the identification, selection, and funding of the most competitive and worthy mitigation projects. FEMA’s <br />grant programs (the Hazard Mitigation Grant Program, the Flood Mitigation Assistance, and Pre-Disaster <br />Mitigation program) that offer federal mitigation funding to state and local governments all include the <br />benefit-cost and repetitive loss selection criteria. The prioritization of new projects and deletion of <br />completed projects will occur annually and be facilitated by the Kittitas County Emergency Manager and <br />the joint planning committee. All mitigation activities, recommendations, and action items mentioned in <br />this document are dependent on available funding and staffing. <br />14.7.
