CHAPTER 13. SEVERE WEATHER <br />13-14 <br />Windstorms can be a frequent problem in the planning area and have been known to cause damage to <br />utilities. The predicted wind speed given in wind warnings issued by the National Weather Service is for a <br />one-minute average; gusts may be 25 to 30 percent higher. <br />Tornadoes are potentially the most dangerous of local storms, but they are not common in the planning <br />area. If a major tornado were to strike within the populated areas of the county, damage could be <br />widespread. Businesses could be forced to close for an extended period or permanently, fatalities could be <br />high, many people could be homeless for an extended period, and routine services such as telephone or <br />power could be disrupted. Buildings may be damaged or destroyed. <br />13.2.5 Warning Time <br />Meteorologists can often predict the likelihood of a severe storm. This can give several days of warning <br />time. However, meteorologists cannot predict the exact time of onset or severity of the storm. Some storms <br />may come on more quickly and have only a few hours of warning time. <br />13.3. SECONDARY HAZARDS <br />The most significant secondary hazards associated with severe local storms are floods, falling and downed <br />trees, landslides and downed power lines. Rapidly melting snow combined with heavy rain can overwhelm <br />both natural and man-made drainage systems, causing overflow and property destruction. Landslides occur <br />when the soil on slopes becomes oversaturated and fails. <br />13.4. CLIMATE CHANGE IMPACTS <br />Climate change presents a significant challenge for risk management associated with severe weather. The <br />frequency of severe weather events has increased steadily over the last century. The number of weather- <br />related disasters during the 1990s was four times that of the 1950s, and cost 14 times as much in economic <br />losses. Historical data shows that the probability for severe weather events increases in a warmer climate <br />(see Figure 13-6). The changing hydrograph caused by climate change could have a significant impact on <br />the intensity, duration and frequency of storm events. All of these impacts could have significant economic <br />consequences. Climate models project an increased risk for more frequent extreme precipitation in the <br />Northwest by the second half of the 21st century, although the patterns and level of intensity is highly <br />variable (Salathé (2006); Rosenburg et al. EXPOSURE <br />13.5.1 Population <br />A lack of data separating severe weather damage from flooding and landslide damage prevented a detailed <br />analysis for exposure and vulnerability. However, it can be assumed that the entire planning area is exposed <br />to some extent to severe weather events. Certain areas are more exposed due to geographic location and
