<br />13-1 <br />CHAPTER 13. <br />SEVERE WEATHER <br /> <br />13.1. GENERAL BACKGROUND <br />Severe weather refers to any dangerous meteorological <br />phenomena with the potential to cause damage, serious social <br />disruption, or loss of human life. It includes thunderstorms, <br />downbursts, tornadoes, waterspouts, snowstorms, ice storms, <br />and dust storms. <br />Severe weather can be categorized into two groups: those that <br />form over wide geographic areas are classified as general <br />severe weather; those with a more limited geographic area are <br />classified as localized severe weather. Severe weather, <br />technically, is not the same as extreme weather, which refers <br />to unusual weather events are at the extremes of the historical <br />distribution for a given area. <br />Five types of severe weather events typically impact Kittitas <br />County: thunderstorms, damaging winds, hail storms, heavy <br />snowfall associated with winter storms and flash flooding. <br />Flooding issues associated with severe weather are discussed <br />in Chapter 11. The other four types of severe weather common <br />to Kittitas County are described in the following sections. <br />13.1.1 Thunderstorms <br />A thunderstorm is a rain event that includes thunder and <br />lightning. A thunderstorm is classified as “severe” when it <br />contains one or more of the following: hail with a diameter of <br />three-quarter inch or greater, winds gusting in excess of 50 <br />knots (57.5 mph), or tornado. <br />Three factors cause thunderstorms to form: moisture, rising <br />unstable air (air that keeps rising when disturbed), and a lifting <br />mechanism to provide the disturbance. The sun heats the <br />surface of the earth, which warms the air above it. If this warm <br />surface air is forced to rise (hills or mountains can cause rising <br />motion, as can the interaction of warm air and cold air or wet <br />air and dry air) it will continue to rise as long as it weighs less <br />and stays warmer than the air around it. As the air rises, it <br />transfers heat from the surface of the earth to the upper levels <br />of the atmosphere (the process of convection). The water <br />vapor it contains begins to cool and it condenses into a cloud. <br />The cloud eventually grows upward into areas where the <br />temperature is below freezing. Some of the water vapor turns <br />to ice and some of it turns into water droplets. Both have <br />•DEFINITIONS <br />•Freezing Rain—The result of rain occurring <br />when the temperature is below the freezing <br />point. The rain freezes on impact, resulting <br />in a layer of glaze ice up to an inch thick. In <br />a severe ice storm, an evergreen tree 60 <br />feet high and 30 feet wide can be burdened <br />with up to six tons of ice, creating a threat to <br />power and telephone lines and <br />transportation routes. <br />•Severe Local Storm—”Microscale” <br />atmospheric systems, including tornadoes, <br />thunderstorms, windstorms, ice storms and <br />snowstorms. These storms may cause a <br />great deal of destruction and even death, <br />but their impact is generally confined to a <br />small area. Typical impacts are on <br />transportation infrastructure and utilities. <br />•Thunderstorm—A storm featuring heavy <br />rains, strong winds, thunder and lightning, <br />typically about 15 miles in diameter and <br />lasting about 30 minutes. Hail and <br />tornadoes are also dangers associated with <br />thunderstorms. Lightning is a serious threat <br />to human life. Heavy rains over a small area <br />in a short time can lead to flash flooding. <br />•Tornado—Funnel clouds that generate <br />winds up to 500 miles per hour. They can <br />affect an area up to three-quarters of a mile <br />wide, with a path of varying length. <br />Tornadoes can come from lines of <br />cumulonimbus clouds or from a single storm <br />cloud. They are measured using the Fujita <br />Scale, ranging from F0 to F5. <br />•Windstorm—A storm featuring violent <br />winds. Southwesterly winds are associated <br />with strong storms moving onto the coast <br />from the Pacific Ocean. Southern winds <br />parallel to the coastal mountains are the <br />strongest and most destructive winds. <br />Windstorms tend to damage ridgelines that <br />face into the winds. <br />•Winter Storm—A storm having significant <br />snowfall, ice, and/or freezing rain; the <br />quantity of precipitation varies by elevation.
