<br />9-1 <br /> <br />CHAPTER 9. <br />DROUGHT <br /> <br />9.1. GENERAL BACKGROUND <br />Drought is a normal phase in the climatic cycle of <br />most geographical regions. According to the National <br />Drought Mitigation Center, drought originates from a <br />deficiency of precipitation over an extended period of <br />time, usually a season or more. This results in a water <br />shortage for some activity, group or environmental <br />sector. Drought is the result of a significant decrease <br />in water supply relative to what is “normal” in a given <br />location. There are four generally accepted <br />“operational” definitions of drought (National <br />Drought Mitigation Center, 2006): <br />• Meteorological drought is an expression of precipitation’s departure from normal over some <br />period of time. Meteorological measurements are the first indicators of drought. Definitions are <br />usually region-specific, and based on an understanding of regional climatology. A definition <br />of drought developed in one part of the world may not apply to another, given the wide range <br />of meteorological definitions. <br />• Agricultural drought occurs when there isn’t enough soil moisture to meet the needs of a <br />particular crop at a particular time. Agricultural drought happens after meteorological drought <br />but before hydrological drought. Agriculture is usually the first economic sector to be affected <br />by drought. <br />• Hydrological drought refers to deficiencies in surface and subsurface water supplies. It is <br />measured as stream flow and as lake, reservoir, and groundwater levels. There is a time lag <br />between lack of rain and less water in streams, rivers, lakes and reservoirs, so hydrological <br />measurements are not the earliest indicators of drought. After precipitation has been reduced <br />or deficient over an extended period of time, this shortage is reflected in declining surface and <br />subsurface water levels. <br />• Socioeconomic drought occurs when a physical water shortage starts to affect people, <br />individually and collectively. Most socioeconomic definitions of drought associate it with the <br />supply and demand of an economic good. <br />It should be noted that water supply is controlled not only by precipitation, but also by other factors, <br />including evaporation (which is increased by higher than normal heat and winds), transpiration (the use of <br />water by plants), and human use. <br />Drought can have a widespread impact on the environment and the economy, depending upon its severity, <br />although it typically does not result in loss of life or damage to property, as do other natur al disasters. The <br />National Drought Mitigation Center uses three categories to describe likely drought impacts: <br />– Agricultural—Drought threatens crops that rely on natural precipitation. <br />•DEFINITIONS <br />Drought—The cumulative impacts of several <br />dry years on water users. It can include <br />deficiencies in surface and subsurface water <br />supplies and generally impacts health, well- <br />being, and quality of life. <br />Hydrological Drought—Deficiencies in <br />surface and subsurface water supplies. <br />Socioeconomic Drought—Drought impacts <br />on health, well-being and quality of life.
