STATEOFWASillNGTONDEPARTMENTOF ECOLOGY12Sf!WAlderSIeUnionGaµ,WA98903-0009e(909)575-2tl90July22,2019ChelseaBennerKittitasCounty Community Development41lN.RubySt., Suite2Ellensburg, WA98926Re:LP-19-00002DearChelseaBenner:Thankyoufortheopportunitytocommentonthenoticeofapplication fora105detachedresidentiallot platwithaccesstracts,alakeamenity, openspacetracts,andservicetractsonapproximately293acresoflandthatiszoned Master PlannedResortThis projectisproposedbySteveLathropfor NewSuncadia,LLC.We havereviewedtheapplicationandhavethefollowingcomment.WATERQUALITYTheCleElum Riveranditstributariesareincludedin theUpperYakima River BasinSuspendedSediment,Turbidity,andOrganochlorinePesticideTotal MaximumDailyLoad(TMDL)and theUpperYakimaRiverTributariesWatershed TemperatureTMDLwaterqualityimprovementprograms.The easternsideoftheproposedprojectsiteisnearto andslightlyuphillfromfish-bearingtributariesoftheCleElum River.Additionally,theprojectsitecontainsnumerous wetlands, whicharealsoprotectedbyWashingtonState'swaterqualitylaws.Erosion oftheprojectsitehasthepotentialtoaddsedimentandturbiditytothetributarystreamsandthewetlands.Caremustbetaken, bothduringandafter developmentofthis site,topreventtheentry of sedimentandturbiditytotheCleElumRiveranditstributaries,aswellastoadjacent wetlands.
