6.3 POLICIES <br />U-P1: On an annual basis, provide all private utility <br />companies copies of the Kittitas County revised 6-year <br />Capital Facilities Plan, particularly the schedule of <br />proposed road and public utility construction provides so <br />that the companies may coordinate construction, <br />maintenance, and other needs in an efficient manner. <br />U-P2: Expansion of improvement of utility systems should <br />be recognized primarily as the responsibility of the utility <br />providing the corresponding service. <br />U-P3: Decisions made by the Kittitas County regarding <br />utility facilities will be made in a manner consistent with <br />and complementary to regional demands and resources. <br />Chapter 6 UTILITIES <br />U-P4: Additions to and improvements of utilities facilities will be allowed to occur at a time and in a manner <br />sufficient to serve growth. <br />U-PS: Process permits and approvals for all utility facilities in a fair and timely manner, and in accordance <br />with the development regulations that ensure predictability and project concurrency. <br />U-P6: Community input should be solicited prior to county approval of utility facilities, which may <br />significantly impact the surrounding community. <br />U-P7: Utility facility planning by Kittitas County will be coordinated with a planning effort by other <br />jurisdictions for utility facility development. <br />U-PS: The County shall coordinate the formulation and periodic update of the utility element and relevant <br />implementing development regulations with adjacent jurisdictions. <br />U-P9: The County shall coordinate and seek to cooperate with other jurisdictions in the implementation of <br />multi-jurisdictional utility facility planning and improvement. <br />U-P1 O: Provide timely and effective notice to utilities regarding construction, maintenance, or repair of <br />streets, roads, highways, or other facilities, and coordinate such work with the serving utilities to ensure that <br />utility needs are appropriately considered. <br />U-P11: Trespass on utility easements shall be discouraged. <br />U-P12: Kittitas County reserves the right to review all applications for utilities placed within or through the <br />County for consistency with local policies, laws, custom, and culture. <br />U-P13: Kittitas County will address hazardous liquid pipelines, natural gas lines, sewer lines, and other <br />potentially hazardous materials through the County's development regulations.
