5.2.7 Airport Plan (Bowers Field) <br />Kittitas County has an "Airport Zone", in which to protect its general aviation airport. Through its <br />comprehensive plan and development regulations, in compliance with RCW 36.70.547, or as amended <br />thereafter, the County shall discourage the siting of incompatible uses adjacent to its general aviation <br />airport. <br />The Kittitas County Airport (Bowers Field) is the largest airport in the County and provides air transport from <br />the Ellensburg area to other airports. It is located adjacent to Ellensburg. Zoning revisions may be necessary <br />from time to time to provide the protection needed for the continued safe operations of the airport. Such <br />zoning proposals should be presented to the Planning Commission for recommendation to the Board of <br />County Commissioners. <br />5.2.8 Prioritizing Public Facility Projects <br />Prioritization of projects and programs can be difficult, so the County established the following general <br />guidance in prioritizing public facility projects, from highest to lowest priorities: <br />1) Repair existing public facilities to achieve or maintain adopted level of service(s). <br />2) Construct new or expanded public facilities to achieve or maintain adopted level of service(s). <br />3) Repair existing public facilities or construct new public facilities to eliminate hazards. <br />4) Construct new or expanded public facilities to achieve or maintain adopted level of service(s) as <br />forecasted during the next six-years. <br />5) Repair existing public facilities or construct new public facilities to reduce the operating cost of <br />providing a public service or facility. <br />6) Construct new facilities to provide excess capacity that will be needed beyond the next six-years. <br />7) All other facilities the County is obligated to complete that do not meet the criteria above. <br />5 .3 EXISTING FACILITIES <br />Kittitas County currently owns and is responsible for maintaining existing facilities listed in Table 5-2. These <br />facilities are located both in the County and within incorporated Cities within Kittitas County. These listed <br />facilities, new facilities, and the updating and maintenance of these facilities will be described in the Capital <br />Improvement Plan (CIP) on an annual basis. <br />Page 60
