The EIS discusses adverse impacts to utilities and identifies mitigation measures that <br />should be implemented. Pursuant to Kittitas County SEPA Ordinance Section 15.04.200(d), <br />Comprehensive Plan Policies 2.210-2.214, the following mitigation measures will be required. <br />C-48 In coordination with Kittitas County's Solid Waste Department and the Department of <br />Ecology, the applicant shall develop and implement a solid waste management plan for the MPR <br />(the "Plan"). The Plan, as amended, shall address expected waste volumes, waste reduction, <br />recycling and handling considerations for all types of wastes. The Plan shall include a recycling <br />program to reduce solid waste volumes needed for disposal. The Plan shall be submitted in <br />accordance with the 1997 Kittitas County Solid Waste Management Plan, as amended, for <br />consideration as a project specific amendment. The Plan shall complete the approval process in <br />accordance with the 1997 Kittitas County Solid Waste Management Plan, as amended, and, upon <br />approval by the County Commissioners in accordance with the appropriate process, shall become <br />an MPR condition of approval. <br />C-49 The following Conditions are necessary to mitigate impacts related to the Upper Kittitas <br />County Transfer Station. The applicant shall be responsible for its fair share of costs associated <br />with improvements required to mitigate identified adverse impacts attributable to the proposal. <br />The applicant's fair share contribution is 54% of the total costs for engineering and construction <br />of a new transfer station facility, provided that in the event any future development (including <br />any upper county urban growth area) is required to provide for SEPA mitigation, impact fees, or <br />similar fees to pay for all or a portion of the cost of the new transfer station, then the applicant <br />Suncadia MPR Conditions of Approval <br />December 2, 2008 <br />Page 30
