Speed limits for <br />snowmobiles shall be in effect and appropriately signed and noticed. Snowmobile use shall be <br />prohibited on road surfaces used for vehicular traffic. <br />C-14 Level qf Servi ce. For purposes of determining when traffic improvements are necessary to <br />mitigate a significant impact to level of service, all traffic Conditions, traffic monitoring and <br />future traffic assessments shall use the summer weekend PM peak hour volumes and, at <br />intersections, shall evaluate both the average intersection level of service drop and the worst lane <br />or movement level of service drop to determine if improvements are required. The County shall <br />use the LOS standard from the 1998 Kittitas Comprehensive Plan (LOS D for urban areas and <br />LOS C for rural areas) for all subsequent actions. Bullfrog Road is currently classified as a rural <br />major collector, requiring LOS C. <br />C-15 Traffic S ign a ls an d Fi [e/E MS Scrv'ice. At the point that the LOS requires adding a traffic <br />signal or signals in the Upper Kittitas County, the applicant shall outfit the Fire/EMS vehicles <br />that respond to the MPR and shall equip the traffic signal(s) with appropriate OPTJCOM, or <br />other similar equipment or system that is determined appropriate by the County for the safe <br />movement of Fire/EMS equipment through congested intersections. <br />C-16 Cons truc t ion Imp acts . Prior to commencement of any clearing, grading or other <br />construction activity on the site, the applicant shall provide a video inventory of the existing <br />condition of all transportation routes anticipated to be used by MPR construction traffic, <br />including those located within municipal corporate limits. In conjunction with the site <br />development plan for each phase and subphase of MPR development the applicant shall prepare <br />and submit a construction traffic management plan to the County Road Engineer for approval. <br />This plan shall include, at a minimum, the following: <br />a . an update of the video inventory of existing road conditions, if necessary; <br />b. the projected number of daily truck trips over 40,000 pounds gross vehicle weight <br />(GVW); <br />c. the route between the MPR and local origins/destinations or Interstate 90 to be taken by <br />these construction vehicles making multiple trips for the same purpose; <br />d. the type, quantity and duration of temporary traffic controls proposed to ensure that <br />employee and construction truck and equipment traffic is directed on routes and to site <br />entrances that are consistent with any adopted truck haul routes and that otherwise <br />minimizes impacts to existing traffic, road facilities and MPR visitors and residents; <br />e. the proposed method to evaluate road conditions shall be consistent with the County's <br />pavement management system after completion of construction to identify any <br />construction-related repairs that must be provided; <br />f. any other information the Public Works Department reasonably deems necessary to meet <br />County standards for construction activities on public roads. <br />A copy of these construction traffic management plans shall be provided to WSDOT and any <br />City or Town through which construction traffic is proposed to be routed for review and <br />comment prior to County approval.
