J(d) of this <br />Agreement. <br />"Director of Community Development Services•· or "Director" shall mean Planning <br />Director. <br />"Division" means a smaller area within a Phase, may include one or more parcels or <br />subdivisions ofland, and can also be described as a "subphase.'' <br />''Eastern Board'' shall mean the Eastern Washington Growth Management Hearings <br />Board, as set forth in Recital 1(1) of this Agreement. <br />"Effective Date" shall have that meaning set forth in Section 1.1 of this Agreement. <br />"General Site Plan•· shall have that meaning set forth in Section 5.l(a) of this Agreement. <br />"GMA" shall mean the Washington State Growth Management Act, Ch. 36.70A RCW, <br />as set forth in Recital I( I) of this Agreement. <br />"Infrastructure" shall mean all Utilities, as defined in this Agreement, and roads and <br />brjdges. <br />"JELD-WEN'" shall mean JELD-WEN, iNC., an Oregon corporation registered to <br />conduct business in the state of Washington.
