On July 28. 1999, the County published a Draft Environmental Impact <br />Statement (the ''MountainStar DEIS") pursuant to SEPA analyzing the environmental impacts of <br />the proposed MountainStar Master Planned Resort. <br />6. On April 10, 2000, the County issued a Final Environmental Impact <br />Statement for the MountainStar Master Planned Resort (the "MountainStar FEJS") pursuant to <br />SEPA. The MountainStar FEJS includes the "MountainStar Conceptual Master Plan," which <br />Trendwest has amended from time to time as planning and environmental review of <br />Mountain Star has progressed and to meet the requirements of the MountainStar MPR <br />Conditions. A true and correct copy of the MountainStar Reson Conceptual Master Plan, as <br />amended, (EXHIBIT B) is incorporated herein by reference. <br />7. The adequacy of the MountainStar EIS was appealed to the BOCC by <br />RIDGE, Rebound, the City of Roslyn, the Yakama Nation and the Washington State Depanment <br />of Fish and Wildlife ("WDFW''). Prior to the public hearing on the appeals, the appeals of the <br />Yakama Nation and WDFW were withdrawn. A public hearing on the remaining appeals was <br />heard by the BOCC on July 5, 6. 7 and 11, 2000. On July 12, 2000, the BOCC continued its <br />public deliberations on the remaining appeals and voted 3-0 to deny the appeals. The BOCC <br />found and concluded that the MountainStar EIS satisfied all applicable legal requirements by <br />Resolution No. 2000-79 dated July 24, 2000. <br />8. The County concurrently reviewed and processed the proposed: (a) Master <br />Planned Resort Zoning District ordinance, implementing the Counry·s Master Planned Resort <br />Policies in tbe Comprehensive Plan: (b) Trendwest MPR Application; (c) MountainStar Subarea <br />Suncadia Ma~ler Planned Resort Development A.grcemcnl (Amended and Restated 12•02-2008) Page 7
