1. Encourage "village centers" with high density areas of closely clustered buildings , with <br />narrow walking streets (where practical) and common walls between businesses, at the <br />Summit, Summit Central, Exit 54, and Alpental. <br />2. Each village center should feature a recreational activity such as tennis, ice skating, curling, <br />swimming pool that is open to the public and located near the center of the village . <br />3. Lines of sight in village centers should be broken to give a sense of small scale and invite <br />pedestrian wandering and exploration. <br />4. High density housing close to, or in, each village center should be encouraged. <br />5. Village centers should be connected with footpaths where practical. <br />111.12 Goal: Keep vehicular traffic and automotive impact at a minimum in village centers. <br />Objectives: <br />1. Emphasize foot traffic and foot access where practical. Sidewalks and footpaths should <br />serve as a main mode of transport within each village center. <br />2. Buildings at the street side of a village should be required to front on the sidewalk and as <br />close to the road as practical. <br />3. Streets near village centers should be relatively narrow (but wide enough to accommodate <br />winter snow plowing requirements) to slow traffic and have sidewalks or paths for <br />pedestrians. <br />4. Parking should be: behind village centers and businesses, and screened from sight <br />(especially along 1-90), where practical. <br />111.13 Goal: Buildings within village centers should be compatible with the character of the <br />mountain environment and meet the year-round needs of the community. <br />Objectives: <br />1. Natural materials should be encouraged on the exterior of all buildings. <br />2. A Northwest-Cascadian Style of architecture should be encouraged . Design guidelines <br />should be developed and publicized to ensure consistent architectural design and signage <br />throughout the Pass . <br />3. Year-round foot access on covered or cleared paths and sidewalks should be encouraged . <br />4. Two to four story buildings in Village centers should be encouraged. <br />5. Employee and other housing on upper floors of commercial buildings should be encouraged . <br />6. Plans for dealing with snow accumulation should be encouraged at the first meeting with <br />project proponents, <br />7.
