2. Access roadways should be kept to a minimum (both in number and dimension) consistent <br />with safety and efficient maintenance. Roadways should follow terrain contours with a <br />minimum number of straight segments. <br />3. All residential areas should be connected, where practical, by a public trail system suitable <br />for all-season use. <br />4. Appropriate non-residential uses should be accommodated in residential areas. <br />5. All residential uses should provide adequate off-street parking. <br />6. All utilities in new residential developments should be underground. <br />3.5.2 Community Uses <br />111.3 Goal: Encourage the development of community uses in appropriate areas. Uses could include <br />security/emergency services, clinics and medical/dental offices, places of worship, a community <br />center, a recreation center, visitor information center, recycling center, post office, library, nature <br />center/museum. <br />Objective: <br />Similar and complimentary uses should be placed in close proximity to each other in a location, <br />which is convenient to the community and visiting public. <br />3.5.3 Commercial Uses <br />111.4 Goal: Provide for commercial development in appropriate locations to serve the needs of the <br />community, visitors and traveling public and to enhance the economic vitality of the Pass. <br />Objectives: <br />1. Commercial development should be clustered along Highway 906 near Exits 52, 53 and 54, <br />rather than in a linear strip along the highway. <br />2. Neighborhood commercial centers should be conveniently located to meet local shopping <br />needs. <br />3. Commercial activities should be located in proximity to principal resort and transportation <br />facilities, such as near the bases of ski slopes and freeway interchanges. <br />4. All roadside parking should be limited to short-term service and delivery vehicles. Customer <br />parking for commercial uses should be located either under-structure or in designated lots <br />with practical visual screening. Joint use of off-street parking areas should be encouraged. <br />Pedestrian/skier access between uses should not be obstructed by vehicular parking. <br />5. Signage and advertising should follow a consistent design theme with an alpine or Cascadian <br />nature matching the Pass architecture. <br />6. A mixture of uses, including residential and community services, should be encouraged in <br />conjunction with commercial development. <br />7.
