1.1 PUBLIC ENGAGEMENT AND INVOLVEMENT <br />The drafting of this Comprehensive Plan has been done in close coordination and partnership with the <br />citizens of Kittitas County. Beginning early in the process a Public Participation Plan was developed to <br />ensure meaningful opportunities for input throughout Plan development. <br />1.1.1 Public Participation Plan <br />A Public Participation Plan completed in July 2015 established the direction for the drafting of the Plan, with <br />clear objectives to guide outreach and engagement, including the following: <br />• Broadly disseminate informational materials, proposals, and alternatives; <br />• Provide opportunity for written and oral testimony; <br />• Establish public meetings with effective means of public notice; <br />• Provide easy, convenient and diverse ways for the public to participate at any point in the update <br />process. <br />Interested parties and stakeholders were identified and contacted, both to establish awareness of the <br />County's update efforts as well as to solicit participation. Among the key groups identified for outreach were <br />individuals already participating on County mailing lists, Planning Commissioners and County <br />Commissioners, user groups, special interest groups, businesses, nonprofit organizations, federal and state <br />agencies and tribal nations. <br />Drawing upon the key stakeholder groups, the County sent targeted mailings to advertise its update process <br />with the following goals: <br />• Inform groups and individuals or the regional process. <br />Page 1 <br />• Invite key participants and develop a current list of interested parties and stakeholders. <br />• Draw people to the County's website. <br />• Encourage interest and participation in public forums . <br />1.1.2 Advisory Groups <br />As envisioned in the Public Participation Plan, several Advisory Groups were formed to work on the <br />individual Comprehensive Plan elements. Approximately 75 people served in the following advisory groups: <br />• Land Use <br />• Housing <br />• Resource Lands <br />• Transportation <br />• Economic Development <br />• Recreation and Natural Environment
