9.1 SUBAREA DEFINED <br />A master planned resort means a self-contained and fully integrated planned unit development, in a setting <br />of significant natural amenities, with primary focus on destination resort facilities consisting of short-term <br />visitor accommodations associated with a range of developed on-site indoor or outdoor recreational facilities <br />(RCW 36.70a.360). <br />a. The Suncadia Master Planned Resort Subarea (also referred to as MountainStar Development) includes <br />the real property shown on the Suncadia Master Planned Resort Subarea Map which is available from <br />the Kittitas County Planning Department. <br />b. Adjacent lands are not included within the Suncadia Master Planned Resort Subarea. Lands outside the <br />Suncadia Master Planned Resort Subarea boundary are encompassed within, and regulated by the <br />County's Comprehensive Plan and development regulations. <br />c. Master planned resorts may make use of capital facilities, utilities, and services provided by outside <br />service providers, and may enter into agreements for shared facilities with such providers, when all <br />costs directly attributable to the resort, including capacity increases, are fully borne by the resort. <br />9.2 SUBAREA POLICIES <br />The County hereby adopts the Master Planned Resort Policies in Chapter 2 of the Comprehensive Plan and <br />those identified within the Suncadia Development Agreement as adopted on April 16, 2009 as the planning <br />policies to guide the development of the Suncadia Master Planned Resort Subarea. <br />9.3 LAND USES <br />Land uses within the Suncadia Master Planned Resort Subarea shall be consistent with (a) any development <br />regulations adopted by the County to implement the Suncadia Master Planned Resort Subarea, (bl the terms <br />and conditions of any MPR Development Permit approved by the County for Suncadia, (c) the terms and <br />conditions of any Development Agreement entered into by the County pursuant to RCW 36.70B. l 70 through <br />.200, and Ch. l SA.11 KCC, Development Agreements, and (d) RCW 36.70A.360. <br />9.4 SERVICES AND FACILITIES <br />Adequate provision for services and facilities to the Suncadia Master Planned Resort Subarea as set forth in <br />the Conceptual Master Plan for Suncadia shall be ensured by the terms and conditions of any MPR <br />Development Permit approved by the County to implement the Suncadia Master Planned Resort Subarea, <br />Page 117 <br />KITTITAS COUNTY If) <br />Comprehensive Plan [i]
