Public <br />services and facilities will not be provided in a manner that allows low-density sprawl. <br />RR-Pl 04: Development densities, intensities or uses that require urban level of services should not be <br />allowed. <br />RR-Pl OS: Continue to protect the long-term viability of designated forest, mineral and agricultural resource <br />lands. <br />RR-P106: Strip commercial development along State and County roads will not be permitted in any LAMIRD. <br />8.5 RESOURCE LANDS <br />Kittitas County has utilized the standards set forth in RCW 36.70A.170 to designate resource lands, which may <br />not currently be characterized by urban growth and must have long term commercial significance. In using <br />these criteria, Kittitas County relied on the definitions found in RCW 36.70A.030 relative to resource lands, <br />and to designates these lands into three categories: lands of commercial agriculture, lands of commercial <br />forest and mineral resource lands. <br />A large portion of Kittitas County contains forested lands. Of these lands, 800,380 acres have been <br />designated as forestlands of long-term commercial significance and are designated "Commercial Forest" <br />lands within the Plan. Furthermore, 286,000 acres of the valley floor's agricultural land has been designated <br />as "Commercial Agriculture" since it is agricultural land of long-term commercial significance. "Mineral" <br />resource lands of long-term commercial significance have also been designated. <br />8 .5 .1 Planning of Resource Lands <br />As provided in the GMA, a primary purpose of this Rural and Resource Lands chapter is to implement a <br />combination of techniques to preserve resource lands. In addition to the traditional large-lot zoning <br />categories that limit the density of development and restrict or prohibit inappropriate uses of resource lands, <br />Kittitas County is committed to implementing innovative land use management techniques in resource lands <br />as permitted by the Growth Management Act including, but not limited to, transfer of development rights <br />and conservation platting. <br />Such innovative techniques that allow development on one portion of land while leaving the remainder in <br />resource or open space use will be carefully created in regulations to preserve and protect resource lands. <br />Such innovative development activity will be properly managed and designed to assure conservation of <br />resource lands and to encourage the continuation of the predominant agricultural and resource based <br />economy of Kittitas County. <br />Commercial Agriculture lands are those that have been identified as lands with soils and location <br />characteristics that suggest that they will be used for commercial agriculture use in perpetuity and are <br />Page 102
