Contract Change <br />Contract No.: 25 Project No.: 150338 Date: May 29, 2019 <br />Client: Kittitas County <br />Project Name: 2019 Water Right Technical Assistance <br />Description of Work <br />Aspect Consulting, LLC (Aspect) assisted Kittitas County with <br />acquisit ion of the Schnebly water rights and successful transfer of those <br />rights to the trust water program. Pursuant to a lease agreement between <br />Kittitas County and the Schneblys, a new mitigated temporary permit is <br />needed through 2027 to continue authorization of irrigation on the <br />Schnebly property with Kittitas County lease water . Aspect has been <br />working on this effort by preparing a new water right application, public <br />notice, and front-loaded temporary permit for Ecology review and <br />approval. Aspect has also been coordinating this work with a epa rate <br />contract with the Schneblys for a new mitigated permit for thei r reta ined <br />25.05 acres, including joint notice and Water Transfer Working Group <br />presentation. <br />Thi s change rde r i proposed for addilio na l coordin atio n with J<ittita <br />Coun ty. and the Sc hneblys, and on go in g coo rdi nat io n wi th Ec ol ogy.
