KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: June 18, 2019 <br /> <br />ACTION REQUESTED: Request to Approve a Special Event Application authorizing <br />Richard Hoyt to hold Cascade Classic at Lost Pair Ranch. <br /> <br />BACKGROUND: The Commissioners office received a Special Event <br />Application from Richard Hoyt to hold the Cascade Classic <br />at Lost Pair Ranch on the following days August 2, 3, 4 of <br />2019 from (7:00 a.m. – 7:00 p.m.). <br /> <br />INTERACTION: The applicant is requesting a waiver to the Penal Bond - <br />Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond <br />of Indemnity. They stated that the event was held last year <br />with no impacts to the road and they were fully refunded <br />their Penal Bond in 2018. <br /> <br /> The applicant is not requesting a waiver to Kittitas County <br />Code Chapter 5.20.160 – Closing Hours. <br /> <br /> The permit fee has been paid and Staff has routed the <br />application and received a recommendation of approval or <br />contingent approval from the following departments: Sheriff, <br />Public Health, Public Works, Solid Waste, Prosecutor, and <br />Fire Marshal. (Specific comments may be seen in the <br />Department Memo’s attached). <br /> <br />RECOMMENDATION: Approve the Special Event Application from Richard Hoyt <br />to hold the Cascade Classic at Lost Pair Ranch 2019 on the <br />following days August 2, 3, 4 of 2019. With the following <br />contingencies: <br /> <br />Public Works: <br /> <br /> Public Notice given two weeks before the event to <br />notify local residents of the upcoming event. <br />Auditor: <br /> Based upon review of the application for the <br />Washington State Sporting Clay Championship to be <br />held on August 2 through August 4, 2019, this event <br />would be exempt from the collections of Admission <br />tax based upon Kittitas County Code 3.2 Admissions <br />Tax section 3.22.030 exemptions (d) which states: <br /> <br />d. The admissions tax imposed by this ordinance shall not <br />apply to a charge or fee paid by contestants in order to <br />participate in an event or activity, if the charge or fee paid is <br />actually used to fund cash payouts to the contestants.
