<br /> <br /> <br /> <br /> <br /> <br />Page 56 <br />State, local government, and district plans that are affected by proposed public facility improvements will be <br />considered prior to inclusion of the improvements in the CIP. This includes considering a city’s <br />comprehensive plan when evaluating proposed improvements that affect that city’s Urban Growth Area. <br /> CFP Update Process <br />Any updates to the CFP element of the Comprehensive Plan will be considered concurrently with other <br />proposed amendments that are docketed for the annual Kittitas County’s Comprehensive Plan amendment <br />review. Kittitas County’s Capital Improvement Program (CIP), adopted by reference, is a dynamic document <br />that will be updated annually to reflect new cost information, funding information, project list changes, and <br />existing facility updates. The annual updates to the CIP will be done prior to the annual budget process so <br />that CIP projects can be included in the annual budget. <br /> CAPITAL PROJECT SELECTION PROCEDURES <br /> Levels of Service Standards <br />The County’s levels of service standards for public facilities are as shown in Table 5-1. <br /> <br /> Application of Levels of Service Standards <br />The County and public facility providers will use the level of service standards shown in Table 5-1 for <br />identifying improvements needed to: <br /> Address existing deficiencies. <br /> Preserve existing capacity. <br /> Provide for new development <br /> Enhance quality of life. <br /> Meet other community needs not related to growth. <br /> <br />Table 5-1 Kittitas County Level of Service Standards <br />Facility Category Type Standard for Level of Service <br />1. Transportation Roads LOS C in rural areas and LOS D in federal urban areas <br />2. Parks and Recreation Regional Parks 5 acres per 1,000 population <br />3. Solid Waste Disposal Solid Waste 4.0 lbs. per capita per day
