<br /> <br /> <br /> <br /> <br /> <br />Page 76 <br /> GOALS <br />U-G1: Appropriately place utility facilities within public rights-of-way, where feasible. <br />U-G2: The County should coordinate with the cities and towns throughout the county on utility planning. <br />U-G3: The County should coordinate with all utility providers. <br />U-G4: Kittitas County should coordinate with other utilities to create a County-wide utilities location map <br />using Geographic Information System (GIS) mapping. <br />U-G5: Multi-jurisdictional utility facility coordination and cooperation should include efforts to coordinate <br />the procedures of making specific land use decisions to achieve consistency in timing inter-jurisdictional <br />coordination in the planning and provisions of utilities. <br />U-G6: Decisions made regarding utility facilities should be consistent with and complementary to regional <br />demand and resources and should reinforce an interconnected regional distribution network. <br />U-G7: Within the urban growth areas, development of less than one acre in size would not be required <br />under County ordinances to provide water systems to the properties for irrigation system water. <br />U-G8: Any and all easement rights shall be acquired under normal lawful procedures. <br />U-G9: Avoid, where possible, routing major electric transmission lines above 55 KV through urban areas and <br />critical areas. <br />U-G10: Kittitas County should reduce the risk of accidents caused by hazardous liquid pipelines, natural gas <br />lines, sewer lines, and other potential hazardous materials, which are conveyed both above and below <br />ground. <br />U-G11: The County should promote the joint use of transportation rights-of-way and other corridors <br />consistent with the underlying private property rights and easement limitations. <br />U-G12: Develop a study area encompassing the entire county to establish criteria and design standards for <br />the siting of wind farms to include but not be limited to: <br /> Location relative to residential development <br /> Location relative to visual impacts <br /> Location relative to audible impacts <br /> Issues pertaining habitat and avian impacts <br />U-G13: Develop a study area encompassing the entire county to establish criteria and design standards for <br />the siting of solar power production facilities (SPPS).
