<br /> <br />Chapter 4 TRANSPORTATION <br />KITTITAS COUNTY <br />Page 53 Comprehensive Plan <br />Two main strategies can be used to balance this implementation plan: <br />1) Decrease expenses by decreasing level-of-service or further prioritizing capital projects. <br />2) Increase revenue, through increases in existing funding tools or implementation of new funding or <br />financing tools. <br />Decreasing current expenses is not likely to yield large gains, as the County has already implemented this <br />strategy where possible. <br />Given the limited ability of the County to further reduce expenditures, a list of potential funding and <br />financing tools was compiled to help address future funding needs. <br />It is recommended that the County pursue a Transportation Benefit District (TBD) and then establish a <br />Vehicle Licensing Fee, in combination with a County Road property tax levy lid lift. It should also explore <br />Transportation Impact Fees and a Sales and Use Tax levied via a Transportation Benefit District as avenues for <br />additional revenue. While Impact Fees can only be used for capital costs, the other three can be used to cover <br />both operating and capital costs. Table 4-6 summarizes these tools and their potential for revenue. <br />Another option that could be explored is tolling on county roads. Tolling can help to manage congestion due <br />to overflow from state facilities, as it helps drivers realize the true costs of using county roads instead of state <br />roads.
