<br /> <br /> <br /> <br /> <br /> <br />Page 20 <br /> Unified or consistent road standards, stormwater standards and level of service; <br /> Annexation agreements; and <br /> Shoreline master program amendments. <br />The individual cities within Kittitas County are responsible for developing a final urban growth area <br />boundary, future land use plans for the unincorporated portion of their respective urban growth areas, and <br />facility or service needs to accommodate the 20-year population growth. These plans are to be submitted to <br />Kittitas County for consideration and ultimately adoption as a portion of the County comprehensive plan. <br />RCW 36.70A.110(5) states, "Final urban growth areas shall be adopted at the time of comprehensive plan <br />adoption under this chapter..." and RCW 36.70A.110(6) states, "Each county shall include designations of <br />urban growth areas in its comprehensive plan." <br />Urban growth areas are identified for the cities of Ellensburg, Cle Elum, Roslyn, Kittitas, and the Town of <br />South Cle Elum. <br />LU-P43: Kittitas County shall seek consistency in development regulations in urban growth areas with <br />adjacent cities and when appropriate where rural development may impact future urban growth. This may be <br />accomplished through: <br /> Coordination through the Conference of Governments <br /> Development of Interlocal agreements <br /> Use of overlay zones such as Rural Transition Zones <br />LU-P44: All future development should consider the development’s adaptability to both public and private <br />utilities such as municipal water and sewer systems. <br />LU-P45: Expansion of the UGA shall be encouraged in areas least suited for agriculture and areas not <br />impacted by critical areas. <br />LU-P46: In UGAs where there <br />is an absence of urban utilities, a <br />system of subdivision and <br />development should be <br />encouraged which would <br />produce a pattern capable of re- <br />division to a higher density at <br />such time when utilities are <br />available. <br />LU-P47: Encourage and <br />accommodate future expansion <br />of utilities and roadways in a logical manner for new development in urban growth areas. Expansion of <br />utilities and roadways shall not be made exclusively to accommodate new development outside of urban <br />growth areas. <br />LU-P48: Adopt urban growth area (UGA) boundaries to accommodate residential and employment <br />increases projected within the boundaries over the next 20 years.
