Such area(s) shall be adequately separated and screened <br />from adjacent neighborhoods. <br />(d) master leasing of existing local RV spaces for MPR construction workers; <br />(e) issuance of requests for proposals (RFPs) to builders offering incentives (such as <br />construction loan guarantees, master lease agreements for blocks of units and/or <br />participation in land purchases); <br />(f) preparation and dissemination of market studies, to help identify the market for local <br />housing production; <br />(g) creation of a centralized clearinghouse of information about land supply and demand in <br />the local area, local permitting requirements and similar information. <br />(h) appointment of a housing coordinator/manager, to provide housing information to <br />employees and coordinate housing programs with local governments, builders, non-profit <br />organizations and financial institutions. The housing coordinator/manager could also <br />coordinate with the Kittitas County Action Council and Kittitas County Housing <br />Authority to support below -market -rate housing programs and explore the availability of <br />subsidies for low income housing. <br />Fiscal Conditions. The EIS discusses adverse impacts to fiscal conditions and identifies <br />mitigation measures that should be implemented. Pursuant to Kittitas County SEPA Ordinance <br />Section 15.04.200, and Comprehensive Plan Policies GPO 2.209-2.221, the following mitigation <br />measures will be required. <br />C-62 Based on analysis in the Final EIS, the MPR is expected to generate a net fiscal surplus to <br />Kittitas County, local cities, the school district, and the State of Washington. No conditions are, <br />therefore, necessary in respect to these service providers at this time. However, the proponent <br />shall verify, monitor, and report on costs and revenues accruing to Kittitas County, local cities, <br />the school district, and the State of Washington periodically throughout development of the <br />MPR. Such reports shall be submitted at the end of Year 1, Year 3, Year 5, Year 7, Year 10, and <br />thereafter in 5 -year increments until full buildout. <br />C-63 The applicant shall support and participate in a program to monitor MPR -related demands <br />for law enforcement, fire protection, emergency medical and hospital services, the response <br />pattern to those service demands by local government service providers, and the costs associated <br />with the respective jurisdictions' responses. The jurisdictions to be included in this program <br />would include Kittitas County agencies, Fire Districts 6 and 7, Hospital Districts 1 and 2, and the <br />municipalities of Cie Elum, South Cie Elum and Roslyn. The applicant will facilitate mutual aid <br />agreements among service providers where appropriate. <br />C-64 The following measures shall be implemented by the applicant if necessary to ensure that <br />revenue lags to service providers, if any, are identified and mitigated: <br />Suncadia MPR Conditions of Approval Page 33 <br />December 2, 2008 <br />
