Any forest management <br />activities within these areas shall comply with applicable local, state, and federal rules and <br />regulations, and with the Land Stewardship Plan adopted pursuant to Conditions A-5 and B-29. <br />B-25 The potential for salvaging and/or retaining native plants, where feasible and practical, for <br />revegetation of open and disturbed areas shall be considered and addressed through the adoption <br />of the Land Stewardship Plan pursuant to Conditions A-5 and B-29. <br />Wetlands, <br />B-26 Pursuant to the wetland replacement ratios in the Kittitas County Critical Areas Ordinance, <br />the applicant shall create 1.25 acres of wetlands as compensation for the filling of 0.65 acres of <br />wetlands 18, 36 and 38. Impacts to wetland buffers identified in the EIS shall be mitigated <br />through a combination of buffer width averaging, buffer enhancement and buffer restoration. <br />Site development plans shall attempt to avoid or further reduce these wetland impacts, and <br />impacts to wetland buffers, through realignments of roads or trails, or through use of retaining <br />walls. The applicant shall submit, concurrent with any site development application for a <br />development phase or subphase resulting in wetland fill, a detailed wetland mitigation plan for <br />review and approval by the Kittitas County Planning Director. The mitigation plan shall include <br />the design of proposed mitigation, a monitoring program, and a contingency plan in the event the <br />mitigation is unsuccessful, and a performance bond. <br />B-27 Any additional wetlands identified during site planning or development shall be classified <br />and delineated by a qualified biologist. Impacts to newly identified wetland functions and values <br />shall be documented and suitable mitigation measures shall be approved by Kittitas County and <br />implemented by the applicant. <br />Wildlife <br />B-28 Open Space shall be provided in the MPR consistent with the terms and conditions of the <br />Development Agreement. <br />B-29 The applicant shall prepare and submit to Kittitas County for approval a Land Stewardship <br />Plan which identifies an overall management framework and wildlife habitat goals and <br />objectives and for the MPR site. The Plan shall also describe the means that the applicant will <br />investigate and implement to achieve wildlife/habitat objectives. <br />(a) The Plan may propose differing management objectives for varying portions of the site, <br />based on planned resort activities, habitat value and other considerations. Preparation or <br />implementation of the Plan may include creation of management entities and/or advisory <br />bodies. The Plan shall address how the applicant proposes to consult and coordinate with <br />federal, state and tribal agencies with expertise. <br />(b) The Plan shall be submitted and approved consistent with Condition A-5. <br />Suncadia MPR Conditions of Approval Page t 1 <br />December 2, 2008 <br />
