Kittitas County December 2016 Comprehensive Plan <br />4. Road and trail construction should follow topography as much as feasible to reduce the <br />need for excavation and fills. Cuts and fills should be stabilized and regraded to resemble <br />natural terrain, or terraced, rather than restrained with straight walls or bulkheads. <br />5. Site specific geotechnical information should be required for construction on slopes greater <br />than 3:1. <br />IV.15 Goal: Identify the "viewshed;" that is, scenic areas, which are visible from places of frequent <br />human activity. <br />IV.16 Goal: Important scenic views and viewlines should be identified, preserved and, where <br />appropriate, enhanced. <br />Objectives: <br />1. The enhancement of the island area in Keechelus Lake should be strongly encouraged, to <br />enhance the wildlife habitat and visual quality of the lake. <br />2. Where appropriate, a program of thinning or removal of vegetation in view corridors should <br />be considered. <br />3. Careful site planning should consider the impact of the placement and height of new <br />structures on views from adjacent developed properties and public roads and trails. <br />4. The removal of vegetation for view enhancement should be balanced with the aesthetic and <br />environmental importance of maintaining natural vegetation and open spaces. <br />5. Development of hillsides should be designed to respect and conform to the natural terrain <br />so as to not be visually intrusive. <br />6. Where feasible, forestry practices which seek to replicate natural processes, enhance <br />wildlife habitat, conserve biodiversity and blend with the surrounding landscape should be <br />employed in viewshed areas. <br />IV.17 Goal: Categorize and map type and extent of vegetative ground cover within the viewshed. <br />IV.18 Goal: Identify and map current uses within the viewshed. <br />Objective: <br />Incorporate by reference the U.S. Forest Service Plans; public and private forest management <br />plans; public and private recreation plans; Alpine Lakes Protection Society management plan. <br />IV.19 Goal: Identify current and future management and use activities within the viewshed, <br />including, but not limited to year round recreational uses; forest management; habitat <br />preservation; commercial and residential development, and; viewshed enhancement. <br />IV.20 Goal: Identify areas of viewshed challenges where the attainment of other goals and <br />objectives within the planning area may impact viewshed quality. <br />Objective:
