Off-site or off-premises commercial advertising should not be permitted in the Pass area, <br />except for the use of motorist information signs provided by WSDOT. <br />3.5.4 Light Industrial Uses <br />III. 5 Goal: Provide for light industrial users, including utility companies and public agencies, in <br />appropriate locations. <br />Objectives: <br />1. Light industrial uses should be located principally near Exit 54, extending southwest to the <br />DOT yard. <br />2. All applications for industrial facilities and/or business permits should be individually <br />reviewed for conformance with the Comprehensive Plan, and approvals should be limited to <br />non-polluting, non-congesting operations consistent with the character of the Pass area. <br />3. Perimeters of all industrial operations should be buffered or screened from other elements <br />of the community and of a design consistent with the theme at the Pass. <br />4. Unscreened outside storage should be prohibited. <br />3.5.5 Recreational Uses <br />III.6 Goal: Encourage the development of all-season, multi-option recreational facilities on public <br />and private land. <br />Objectives: <br />1. Winter recreation areas should be maintained in an attractive manner during off seasons. <br />2. Trail networks should be a primary means of Pass area transportation where practical, <br />connecting to surrounding trail systems, where appropriate. <br />3. Recreation areas should be coordinated and controlled to enhance safety and proper use. <br />4. Clear, uniform signage should be developed giving orientation and designating type of usage <br />for all recreational areas and trails. <br />5. Adequate tables, benches, rest room facilities and trash containers should be available <br />throughout all areas and during all open seasons. <br />6. Visitor parking should be aesthetically located and buffered as much as is practical, and the <br />capacity of the parking area should be correlated with the capacity of the related <br />recreational facility. <br />3.5.6 Educational/Cultural Uses <br />III.7 Goal: Foster the development of multi-use facilities, which can adapt with changing seasons, <br />to serve a variety of educational/cultural needs. <br />Objectives:
