<br /> <br /> <br /> <br />Page 148 <br />Land Development Regulations – any control placed on development or land use activities by a county or <br />city, including, but not limited to, zoning ordinances, subdivision ordinances, building codes, fire codes, <br />sanitation regulations, sign regulation, shorelines, floodplains, critical areas, road standards, stormwater <br />regulations or any other regulations controlling the development of land. <br />Level of Service (LOS) – is an indicator of the extent or degree of service provided by, or proposed to be <br />provided by a public facility, such as, but not limited to, fire protection, water supply, sewage treatment, <br />library services, highways, and communications and recreational services. For Kittitas County LOS is a <br />measurement, which indicates the performance of a particular facility. LOS can be measured in terms of <br />facility capacity, service delivery time, periodic restrictions and many other measurements depending on <br />the type of facility. LOS of transportation facilities are commonly measured in terms of intersection delay, <br />travel speed, or roadway capacity. Other measures are discussed in the Transportation element. <br />Limited Areas of More Intense Rural Development (LAMIRD) – “Limited Areas of More Intense Rural <br />Development,” or LAMIRDs, are areas within the unincorporated rural area that are developed at <br />densities too intense to be considered rural development. The State Growth Management Act (GMA) <br />requires LAMIRD designation to prevent additional low-density sprawl in the rural area by minimizing <br />and containing the higher density areas. LAMIRDs shall be consistent as set forth in RCW <br />36.70A.070(5)(d). <br />Local Road – a roadway providing service which is relatively low traffic volume, short average trip length or <br />minimal through traffic movements. <br />Local Improvement District – means the legislative establishment of a special taxing district to pay for <br />specific capital improvements. <br />Long-term Commercial Significance – includes the growing capacity, productivity, and soil composition of <br />the land for long-term commercial production, in consideration with the land's proximity to population <br />areas, and the possibility of more intense uses of the land. <br />Manufactured Housing – a manufactured building or major portion of a building designed for long-term <br />residential use. It is designed and constructed for transportation to a site for installation and occupancy <br />when connected to required utilities. <br />Master Planned Resort – a self-contained and fully integrated planned unit development, in a setting of <br />significant natural amenities, with primary focus on destination resort facilities consisting of short-term <br />visitor accommodations associated with a range of developed on-site indoor and outdoor recreational <br />facilities. <br />Minerals – include gravel, sand and valuable metallic substances. <br />Mobile Home – a single portable manufactured housing unit, that: <br />a. is designed to be used for living, sleeping, sanitation, cooking, and eating purposes by one family <br />only and containing independent kitchen, sanitary, and sleeping facilities; <br />b. is designed so that each housing unit can be transported on its own chassis;
