<br /> KITTITAS COUNTY <br />Page 145 Comprehensive Plan <br /> APPENDIX ONE <br /> GLOSSARY OF TERMS <br />Adequate Capital Facilities – facilities which have the capacity to serve development without decreasing <br />levels of service below locally established minimums. <br />Agricultural Land – land primarily devoted to the commercial production of horticultural, viticulture, <br />floriculture, dairy, apiary, vegetable, or animal products or of berries, grain, hay, straw, turf, seed, <br />Christmas tress not subject to the excise tax imposed by RCW 84.33.100 through 84.33.140, or livestock <br />and land that has long-term commercial significance for agricultural production. <br />Archaeological Object – an object that comprises the physical evidence of an indigenous and subsequent <br />culture, including material remains of past human life, including monuments, symbols, tools, facilities, <br />and technological by-products. <br />Archaeological Site – a geographic locality that contains archaeological objects. <br />Archaeological Survey – a formal archaeological study completed by a professional archaeologist that <br />conforms to, and is reported consistent with, DAHP’s then current archaeological survey and reporting <br />standards; and which at a minimum includes background research and a field investigation that includes <br />appropriate sub-surface methodology. <br />Arterial – a road which serves as part of the principle network for through traffic flow; the highest <br />classification of county roads. They usually carry the highest traffic volumes and longest trips. <br />Available Capital Facilities – facilities or services are in place or that financial commitment is in place to <br />provide the facilities or services within a specified time. In the case of transportation, the specified time is <br />six years from the time of development. <br />Benefit Area – an area designated as the sole recipient for any particular infrastructure improvement. <br />Benefit areas are used to amortize the total cost of the improvement by the number of properties or <br />structures included in the benefit area. <br />Capacity – the measure of the ability to provide a level of service on a public facility. <br />Capital Budget – the portion of each local government's budget which reflects capital improvements for a <br />fiscal year. <br />Capital Facilities – Capital Facilities are those physical structures or assets which provide a public service <br />such as, but not limited to, fire stations, water towers, police stations, libraries, highways, sewage <br />treatment plants, communication and recreation facilities. Each entity will establish criteria to define <br />financial limits for capital facilities within its boundaries.
