Kittitas County Page 3 of 7 RFQ Limited Purpose Landfill REQUEST FOR QUALIFICATION FOR UPDATING AND REVIEW OF THE RYEGRASS LIMITED PURPOSE LANDFILL PLAN AND FINANCIAL ASSURANCE The Kittitas Solid Waste Department is requesting Qualifications and Proposals from qualified consultants to provide a comprehensive review and recommendations for the limited purpose landfill in accordance with WAC 173-350-400. The major components for the Scope of Work (described in detail under Section IV) are: 1. In consultation with Kittitas County Solid Waste Staff Develop a review the existing permit and, applicable operating, environmental monitoring, closure and post closure planning, and financial assurance requirements per WAC 173-350-030(2)(a), and update the plan as necessary and 2. Conduct public meetings and participate in hearings on permit application changes if necessary. 3. Prepare a SEPA checklist for the plan and follow through with mailings, proper response and/or incorporation of additional facts and recommendations. 4. Final plan preparation. The plan must meet, as appropriate, all requirements as set forth in: • Chapter 173-350Washington Administrative Code (WAC), Solid Waste Handling Standards • Limited purpose landfill checklist for Review of Solid Waste permit Application 173-350- 400.
