EXHIBIT "A" <br />SCOPE OF WORK <br />The period of performance and completion of work for this contract is 3 April to 1 June, <br />2019. Attachments: site map, WDOE application letter, septage application plan (with <br />highlight for emphasis), and contractors ' proposal , all of which are incorporated herein by <br />this reference. <br />In addition to providing all material and labor, the Contractor shall perform the following: <br />-Contractor is responsible for all equipment, lime, ppe, and personnel to implement the <br />activity . Labor quoted at WA prevailing wages. Kittitas County will provide access to the <br />site, and containment/handling of any solids recovered or produced by the operation; <br />-Each of two lagoons have a capacity of 500 ,000 gal. and KCSW is anticipating between <br />600,000 and 800,000 total at pump out; <br />-There is no potable or non-potable water available at the Ryegrass facility as the lagoons <br />are operated on zero effluent , and the landfill is dry goods only. Any water that is required <br />for this operation must be provided by by contractor ; <br />-There is not a source of electricity at the lagoons. Power is only available at the scale <br />office and maintenance shop. Any electricity that is required for this operation at the <br />lagoons must be provided by contractor ; <br />-Complete the DIRECT pump and application as soon as allowed by field conditions. Our <br />permit imposes a condition that the ground cannot be frozen and it cannot be so wet as to <br />get vehicles stuck in mud . The site typically dries out very quickly due to evaporation by <br />wind. Contractor must accommodate startup with approximately one week's notice <br />consistent with the earliest date in the term of the work of 3 April 2019.; <br />-It is a permit requirement that the contractor records the following for each for each <br />septage load: the date, time, ph, and volume; <br />-Septage application to the fields must include a dispersal mechanism (e .g., splash plate <br />or horizontal boom) that spreads the slurry over the ground for continuous coverage. <br />-The contractor will not drive or move any heavy equipment (i.e., pump trailer) on the <br />lagoon liners. Contractor shall use secondary pumps, tank management and effort as <br />needed to slurry the lagoons and septage product to the extent possible given our <br />restrictions . <br />-All offloading the material after stabi lization is within 1 mi. of the lagoon. <br />Professional Services Agreement (rev . 09/24/2018) <br />Page 13 of 28
