Mandy Buchholz <br />From: <br />Pat Nicholson <br />Sent: <br />Tuesday, February 26, 2019 8:16 AM <br />To: <br />Mandy Buchholz <br />Subject: <br />Special Event Status <br />Mandy, <br />I wanted to provide you an update on the application status of the two event permit applications that are pending: <br />Yakima River Canyon Marathon and Half Marathon — March 30th, 2019. <br />This application is deficient in that it does not contain the required verification letter from the EMS <br />provider. Applications must be submitted 60 days in advance, this application is far short of that. I have reached out to <br />the applicant and asked for a verification letter from the EMS provider. <br />Crime Stoppers "Your Canyon for a Day" — May 19th. This application is also deficient the required verification letter for <br />EMS. They have indicated that they will be using a private ambulance service from Yakima. This presents an issue that <br />has apparently been overlooked for years — as it appears that previous Fire Marshals have not been auditing the packets <br />and verifying EMS information in years past, according to my files. <br />Both events fall within KVFR's verified trauma area with the Department of Health as well as their EMS response <br />area. Ambulance services are licensed by the department of health by county with certain minimum and maximum <br />numbers of resources allowed per area. EMT's and Paramedics are certified by county Medical Program Directors <br />(Doctors) and only have authority to practice within their certified counties unless in a disaster or mutual aid situation. <br />I have reached out to KVFR who has been in contact with County EMS. I will require a letter from the Medical Program <br />Directors of both Yakima and Kittitas counties authorizing the Yakima County ambulance to operate in Kittitas County <br />and outlining requirements for the EMS crews and determining who their Medical Control/Base Station will be. I will <br />also require verification letters from the ambulance service detailing their coverage. Once I have the information I need, <br />I will conference with KVFR to review the plan. <br />I suggest that we add information or include an insert in the special event application packets moving forward detailing <br />the requirements for Emergency Medical Services coverage. It is more complicated than answering "yes or no" and <br />applicants must be aware of the process if they are not contracting in -county EMS services for their special events. I <br />would be happy to draft something up to review? <br />I am concerned that we may not have enough time to approve the Yakima River Canyon Marathon event. I will reach <br />out to them detailing what I need and do everything I can to approve this in time. <br />This process has been an oversight for some time now, according to my files of previous applications. <br />Respectfully, <br />Patrick Nicholson <br />
