 This meeting will be attended by Jacobs’ permit Manager and a permitting assistant along with the County’s <br />Solid Waste Director. <br />Deliverables: <br /> One agenda and meeting notes <br />Task 4: FEMA Floodplain Mitigation and Stormwater Analysis <br />Jacobs will conduct a frequently flooded areas assessment that will be incorporated into the Critical Areas Report <br />(Task 5) for the City of Ellensburg. As part of this work, a Hydraulics Analysis will be conducted to show no net rise <br />in base flood elevation resulting from the proposed development. The Hydraulic Analysis will determine sizing and <br />design requirements for replacement of the D-1 ditch with a perimeter ditch for flood control and flood storage/net <br />rise mitigation. Task 4 will also include a stormwater pond analysis specific to floodplain storage benefits. <br />Assumptions: <br /> Jacobs will use the 2018 Kittitas County/FEMA mapped floodplain for this analysis. <br /> Revising the mapped floodplain through a Conditional Letter of Map Revision (CLOMR), will not <br />be required. As per ECC 15.630.040.C, compensatory mitigation for base flood storage volume will <br />be provided on-site. <br />Deliverables <br /> Draft and Final Floodplain and Hydraulic Analysis in support of the Critical Areas Report (Task 4) <br /> Preliminary Floodplain Perimeter Ditch and Stormwater Pond Design for floodplain mitigation and <br />Master Plan Map Update (Task 5) <br />Task 5: Critical Areas Report <br />Jacobs will prepare a Critical Areas Report to submit to the City of Ellensburg as specified in Ellensburg City Code <br />(ECC), Draft Critical Area Revisions Section 15.610.090 Critical Areas Report – Requirements. The Critical Areas <br />Report will include identification and characterization of all critical areas, water bodies, and buffers within and <br />adjacent to the proposed transfer station. It will reference the Wetlands Delineation Report for information on <br />existing onsite wetlands and buffers. The report will identify anticipated wetlands and buffer impacts caused by <br />implementation of the transfer station design and describe measures made to apply mitigation sequencing pursuant to <br />ECC 15.610.120 including efforts made to avoid, minimize, and mitigate impacts to wetlands and buffers. The <br />Critical Areas Report will describe existing onsite floodplain information, identify impacts to the floodplains, and <br />describe mitigation that will result in a no net rise in flood elevation. The report will incorporate results of the <br />analysis described in Task 4 to describe the proposed stormwater management plan for the project and consideration <br />of impacts to drainage alternations. The Critical Areas Report will include an assessment of probable cumulative <br />impacts to critical areas resulting from the proposed project. Proposed mitigation to offset any impacts will be <br />described in accordance with ECC 15.610.130. <br />Deliverables <br /> Draft and Final Critical Areas Report with mapping, figures and hydraulic analysis
