Page 1 of 2 <br />Public Notice <br />Kittitas County, Ellensburg WA <br />The Kittitas County Public Works solicits interest from consulting firms with expertise in Traffic Signal and Civil Design. <br />This agreement will be for approximately two (2) years in duration with the option for the Kittitas County Public Works to <br />extend it for additional time and money if necessary. Consultants will be considered for the following project. <br />The Kittitas County Public Works reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate <br />various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on <br />their responses. <br />Project Description <br />The work to be performed by the CONSULTANT consists of performing Engineering and Environmental work required for <br />the completed design of the University Way and Reecer Creek Road Intersection Improvements Project. The proposed <br />intersection project includes the design of a new traffic signal at the intersection of University Way and Reecer Creek Road <br />including signal timing, vehicle detection, and ADA pedestrian improvements. <br />• Street Improvement Design <br />• Traffic Signal Design including Accessible Pedestrian Signals and Vehicle Detection <br />• Traffic Signal Timing Design <br />• Design of ADA Pedestrian Crossing Improvements <br />• Complete a Biological Assessment and Cultural Resource Report for the project as required <br />• Environmental Analysis and Permitting <br />Submittal Evaluation Criteria <br />Submittals will be evaluated and ranked based on the following criteria: <br />1. Key personnel background and experience. <br />2. Overall PS&E experience. <br />3. Firms experience with design of street improvement projects especially in regards to intersections. <br />4. Firms experience with traffic signal design, signal timing, and design of ADA accessible pedestrian improvements. <br />5. Firms experience with environmental reporting and permitting. <br />6. Eastern Washington design experience. <br />7. Familiarity with relevant codes and standards. <br />8. Past performance/references. <br />Interview Evaluation Criteria <br />Interviews will be evaluated and ranked based on the following criteria for a total of 175 points: <br />1. An understanding of the scope of work (25 points) <br />2. Experience with the design of street improvement projects especially in regards to intersections (25 points) <br />3. Experience with traffic signal design and traffic signal timings (25 points) <br />4. Outline of a realistic schedule from executed consultant agreement to completion of bid documents (plans and <br />specifications) (25 points) <br />5. Who would be the primary point of contact and what strategies have been successful in past projects when <br />communicating with agencies (25 points) <br />6. Describe your teams strategies to keep on track of the project schedule and budget (25 points) <br />7. Experience working with the City of Ellensburg or Kittitas County (25 points) <br />Submittal <br />Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal -in -Charge and ;+ <br />Project Manager; and Number of employees in each firm proposed to project. Submittals shall not exceed ten (front and <br />back) pages in length, utilize 12 point font.
