BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION No. 2019-oa6 A RESOLU TION ADOPTING THE DISTRIBUTION OF THE 2019 HOTEL/MOTEL TAX FUND GRANTS WHEREAS: RC W 39 .34.080 and other Washington State law , a s amended , authorize s any city to contract with any other city/county to perform any governmental service, activity or undertaking which each contracting city/county is authorized by law to perform ; and WHEREAS: the governing bodies of Kittitas County and the cities of E llensburg, Cle Elum , and Roslyn previousl y entered into an interlocal agreement for the purposes of creating a consolidated lodging tax grant process for special events and projects ; and WHEREAS: in accordance with the interlocal agreement, Kittitas County solicited applications for the distribution of the 2019 Hotel/Motel tax funds in the form of reimbursable grants for special ev e nts and projects throughout Kittitas County ; and WHEREAS: in accordance with the interlocal agreement, the respective Lodging Tax Advisory Committees (LTACs) or designees of Kittitas County and the cities of Ellensburg, Cle E lum , and Roslyn have reviewed all the applications submitted to Kittitas County; and WHEREAS: in accordance with the interlocal agreement, Kittitas County compiled the vari_ous participating entity 's scoring and funding recommendations and forwarded them to the combined county-wide L TAC Consolidated Work Group for further review; and WHEREAS: in accordance with the interlocal agreement, the combined county-wide LT AC Consolidated Work Group met in an open public meeting November 16 , 2018 at the E llensburg City Hall Council Chambers to receive presentations from applicants recommended for funding and deliberated to reach a final funding recommendation w hich is to be forwarded to each entity 's legislative body for final approval ; and WHEREAS: in accordance with an amendment to the interlocal agreement, each participating municipality agreed to make available 13% of their annual lodging tax collections to be awarded through the consolidated lodging tax grant process ; and WHEREAS: Kittitas County designated $136 ,04 1.50 to be available for grants as part of this process, Ellensburg designated $76,570 , Cle Elum designated $24 ,318 .00 , and Roslyn designated $655 .00 ; and WHEREAS: the combined county-wide LT AC Work Group recommended expending $237 ,584.50 of the designated funds ; and WHEREAS: in accordance with the interlocal agreement, Kittitas County will provide notice to each s uccessful applicant and will require a contract be agreed to by each successful applicant prior to funding awards being available for reimbursement ; and
