An Annual Operating Pl a n w i ll be negotiated on a calendar year basis. At the end of the <br />year, fund s not spent may be carried forward to the next year, o r de-obligated at the <br />request of the U.S. Fore st Service. U pon expiration of the Cooperative Law Enforcement <br />Agreement, funds not spent w ill be de-obligated. <br />D . This agreement h as no effect up o n the Cooperator's right to exerc ise civil and criminal <br />jurisdiction on NFS lands nor d oes this agreement have any effect upon the responsibility <br />of th e U.S . Forest Service for the e nforcement of federa l laws and regulations relative to <br />NFS lands. <br />E. Any A nnual Operating Pl a n added to this agreement\'. ill be j o intly prepared and agreed <br />to by the parties. The Annual Ope rating Plan shall at a m inimum contain: <br />l. Specific language stating that the Annual Operating Plan is being added to this <br />agreement thereby subjecting it to th e terms of this agreement. <br />2 .
