42. STATE LOBBYING <br />None of the funds under th is Agreement will be used for any activity specifically designed to urge or <br />influence a state or local legislator to favor or o ppose the adopti on o f an y speci fie legislative propo sal <br />pend ing before any state or local legislative body . Such activities include both direct and ind irect (e .g., <br />"gras sroo ts'') lobbying activities , with one exceptio n. Th is does not preclude a state official whose salary is <br />supported with NHTSA funds from engaging in direct comm unications with state or loca l legisla tiv e <br />officials, in accordance with customary state practice , even if such commun ications urge legislative officials <br />to fa vo r or oppose the adoption of a specific pending legislative proposal. <br />43.
